How can we trade in foreign exchange especially in US dollars or British pound without having any scams sites luring us into the wrong sites

I will be moving to Japan shortly. I will need to exhange 2000 dollars to yen. Google tells me it is about 18,000 yen, but the bank says they will give me 16,000 yen. Why is this? I feel cheated.
I meant 180,000 and 160,000 yen

I trade currencies on Forex.com. Last year I was sent a 1099 form for my trades with USD vs Gold. I was not sent a 1099 form for my EUR/USD or USD/CAD trades. Are these trades taxable?
Can I have more than a Yes or No answer please, an explanation would be nice. Also, why would these trades not show up on the 1099?
