both. some vendors accept both, others only take one or the other. Most US /militray vendors are US dollars only. the food courts and the little kisoks run by locals tend to take both.
send a check drawn on a US bank. she can convert to Yen if she wants to on base.
all my friends use dollars they dont use yen on base.
besides youd want to save your yen to use outside of base
They do take yen on the base but they give you a lousy exchange rate. Your sister will be better off with USD on the base.
The best way to send money is probably a Postal Money Order. She can also use the ATM on the base, but a fee will apply, and you’ll have to put the money into her account in the states first of course.

Who the heck gave Mrsjvb 2 thumbs down? Because that answer is 100% correct!
Just send your sister a check and when she cashes it she can if she wants it in dollars or yen.
