Your best bet is to use an ATM card when you get here to withdraw money from your account in Euros. If your bank reimburses your account for fees from other banks, this is a particularly good way to go. If not, then make fewer, larger withdrawals rather than a lot of small transactions.
Go to a major branch of the bank where you have an account to get the best deal on Euros before you leave if you want some cash before you arrive.

Best rates? from YOUR bank, where you have an account. The more you exchange, generally, the better the rate/fees.
Wait until you go to which ever country you are visiting. Visit various exchange offices. Some charge commissions. Although the actual exchange rate is fixed by the ever-changing rates, you can get better deals if shop shop around. The amount you change will NOT affect the exchange rate.
